China's Integrated Space Export Strategy

China's commercial space sector is undertaking a significant test of its export strategy in Southeast Asia, moving beyond the traditional supply of hardware to an integrated service model. This approach is exemplified by the recent launch of Thailand's GISTDA CubeSat-1, also known as Lingzhi-09, on 25 August 2026.

The satellite, built by Beijing-based commercial firm GalaxySpace, represents a departure from the state-owned enterprise model that historically characterised China's satellite exports.

This integrated offering, which includes ground systems and local capability development, aims to establish durable overseas relationships within a regional space economy projected to reach US$100 billion by 2030, according to a Deloitte study.

The success of this model in Thailand could provide a crucial reference for China's ability to convert domestic manufacturing scale into lasting international partnerships.

Beyond Hardware: Ground Systems and Training

GalaxySpace's engagement with Thailand extends considerably beyond the orbital delivery of the GISTDA CubeSat-1. The comprehensive package encompassed the provision of essential ground systems and extensive training programmes for Thai engineers and university students.

Furthermore, GalaxySpace deployed teams to Thailand to assist with the construction and testing of this ground infrastructure. This integrated service model differentiates itself from earlier satellite export arrangements, which often focused solely on spacecraft delivery.

By bundling development, launch, ground support, and skill transfer, GalaxySpace aims to reduce the integration burden on the customer, offering a more complete solution. The long-term value for Thailand may reside less in the satellite itself and more in the systems, skills, and ongoing supplier relationships fostered through this collaborative approach.

Thailand as an Experienced Customer

Thailand represents a particularly discerning initial customer for this commercial space export model, given its established expertise in Earth observation. The Geo-Informatics and Space Technology Development Agency (GISTDA) has operated remote-sensing satellites and geospatial services for an extended period, possessing both ground infrastructure and experienced personnel.

Previous projects include the THEOS-1 and THEOS-2 satellites, constructed by Airbus, with THEOS-2 launched in 2023. Additionally, Surrey Satellite Technology Ltd collaborated with Thai engineers on the smaller THEOS-2A, a programme that incorporated substantial training in satellite design, manufacturing, integration, and testing.

Although THEOS-2A was lost in an Indian launch failure in January 2026, the technical knowledge acquired by Thailand during its development remains. This context ensures GISTDA will evaluate GalaxySpace's offering on its capacity to integrate with existing capabilities, foster independent Thai operations, and support new, locally-driven missions.

Regional Economic Implications

The broader economic implications of such integrated space exports for Southeast Asia are significant. A Deloitte study estimates that enhanced utilisation of Earth observation data could contribute as much as US$100 billion to the region's Gross Domestic Product by 2030.

Much of this economic value is generated terrestrially, across sectors such as agriculture, infrastructure development, insurance, resource management, and disaster response, rather than solely by the spacecraft themselves.

Many countries in the region require affordable data, skilled personnel, and sufficient domestic capacity to adapt space technology to specific local challenges, rather than large national satellites. The combination of smaller spacecraft, comprehensive ground support, and educational initiatives offers a more accessible entry point into the space economy for these nations.

This approach places Chinese commercial companies in direct competition with established European suppliers who have historically dominated parts of this market.

Measuring Long-Term Value

The performance of GalaxySpace's integrated model in Thailand will serve as a critical indicator for China's commercial space ambitions in the region. A successful implementation, demonstrating tangible value beyond GISTDA's existing capabilities, would provide GalaxySpace with a powerful reference customer, validating its comprehensive export strategy.

Conversely, if the new system offers limited advancement or fails to empower Thai operators with greater autonomy, it would expose the limitations of this integrated approach. Decision-makers should monitor GISTDA's operational independence and its capacity to initiate new, locally-led missions using the new system.

The true measure of success will be evident in GISTDA's expanded application of satellite data for issues like water management and urban planning, with initial assessments expected over the next 24 to 36 months, indicating whether this model delivers on its promise of lasting value.
